40 years ago: Clinton Parkway on the road to funding

From the Lawrence Daily Journal-World for Dec. 19, 1974:

The U.S. House of Representatives and the U.S. Senate this week both approved a highway bill authorizing federal participation in the construction of the Clinton Parkway. The bill authorized 70 percent federal money instead of the 50 percent expected, recommending $25 million for access roads to federal lakes. Passage of the bill did not mean automatic project approval; it still had to be signed by President Gerald Ford, and funding would have to wait until an appropriations bill could be passed in 1975 — and such a bill could cut the recommended amount for roads. The Clinton Parkway’s environmental impact statement was also in need of revision, as the first draft had brought strong objections from the Environmental Protection Agency due to a lack of noise level tests and plans and a lack of a bicycle path.
