40 years ago: Development planned for Fourth and Wisconsin streets

From the Lawrence Daily Journal-World for Dec. 11, 1974:

After lengthy debate, the Lawrence City Commission this week approved a planned unit development (PUD) for 18.6 acres at West Fourth Street and Wisconsin. PUD was a special designation for a development that included a number of coordinated uses in one area, as opposed to a zoned area, which allowed only one use for a given area. During the debate, Mayor Jack Rose noted his concern that Fourth Street was not improved and would be a main access to Lawrence Memorial Hospital when completed. Commissioners discussed the additional traffic load that would be caused by the PUD and the need for the city to improve the street soon. They also noted that the property owners on the south of Fourth would probably protest paying for the road improvement, as their property did not front on it.
