25 years ago: State budget cuts to put strain in foster families

From the Lawrence Daily Journal-World for Dec. 3, 1989:

A decision this week by the head of the Kansas Department of Social and Rehabilitation Services was predicted to put foster families further behind in trying to meet the costs of sheltering children in their homes. The SRS decision to cancel a 10 percent increase in reimbursement for foster care providers raised objections from a number of legislators, and the move was expected to be discussed during the regular session of the 1990 Legislature, set to begin Jan. 8. One local foster-care provider, Gary Duncan, executive director of The Villages Inc., said the cut would come in the middle of their fiscal year and that the budget of The Villages would have to be reworked and personnel cut. However, Duncan said, “The eventual losers in any budget cut are the children…. It will make it even more difficult to recruit and retain foster parents. And with that, children will either be inappropriately placed or not placed at all.”
