40 years ago: Consultant recommends separating KU police, parking departments

From the Lawrence Daily Journal-World for Dec. 2, 1974:

A security consultant, hired by Kansas University, recommended that the KU Security and Parking Department be divided into two separate departments, that a Crime Prevention Unit be established within the department, and that emergency telephones be placed in seven to 10 locations on campus. These and other recommendations were part of a report received by executive vice chancellor Del Shankel this month. The consultant found the department employees to be “seriously underpaid” in relation to departments at other universities and to public law enforcement agencies. He suggested the departemnt be divided into two distinct units, each with its own office: The KU Police Department and the KU Parking and Traffic Division. He further suggested that legislation be passed to give KU police the power of arrest in every county in Kansas.
