40 years ago: New minimum wage laws to affect city employees

From the Lawrence Daily Journal-World for April 13, 1974:

  • New federal minimum wage legislation was expected to have “a tremendous effect” on the city budget in the following year, according to City Manager Buford Watson. The increase in the minimum wage to $2 an hour would not affect the city, because the lowest city wage was now $2.06 an hour; however, the new law would require payment of time and a half for overtime. Up until now, the city had been paying for overtime the same rate paid for regular time.
  • City Manager Watson this week also announced a crackdown on truck drivers who allowed their loads to “scatter.” Watson said his office had been fielding “a lot of complaints,” mostly about builders on their way to the landfill. An existing city ordinance prohibited driving any vehicle within the city “unless such vehicle is so constructed or loaded as to prevent any load, contents or litter from being blown or deposited upon any street, alley or other public place.” “I have instructed the police department to be on the lookout for anyone violating the ordinance and to enforce it,” Watson said.
