25 years ago: County committed to south Lawrence bypass, commissioners say

From the Lawrence Daily Journal-World for Dec. 12, 1988:

“Trafficway agreement is halfway home” was the optimistic headline on a front-page Journal-World article today. Douglas County commissioners today approved a document setting out financing arrangements and development controls for the proposed south Lawrence trafficway, Again rejecting a request for a public vote on the project, commissioners cited their “really deep commitments” to the controversial road. The interlocal cooperation agreement signed today specified financial commitments, secondary development, and access controls for the trafficway. The Lawrence City Commission was scheduled to consider the joint agreement at their next meeting. An attendee at this morning’s county discussion had asked commissioners to slow down and give the public a chance to review the document, saying that the county had not done enough to guarantee environmental protections along the planned 14.3-mile route.
