I'm often sympathetic to financial struggles - but the frequency at which you see the same names every few years is sad, and makes me wonder at a system that allows to rid yourself of debt or reduce it - repeatedly.

Actually, there are limits to how often you can declare bankruptcy. I suspect the "frequency" to which you refer is more in your imagination than in reality.

Actually, there is no limit to the number of times, just the amount of time between filings. It can be as little as 2 years depending on whether you file a Chapter 13 of Chapter 7. In my line of work I often see people devastated by an accident or unexpected illness that prompts bankruptcy. But I also see people that refuse to live within their means, or to give up failing business practices. And they file again, and again. Sometimes the wife will file, then a few years later, the husband. Then the business... That I struggle with. So no, I'm not imagining it.
