A 38-year-old man involuntarily committed to Larned State Hospital under the Kansas Sexually Violent Predator Act was charged Friday in federal court with two sex crimes.

Mark D. Brull was charged with one count of attempting to engage a minor in sexually explicit conduct and one count of receiving and distributing child pornography, according to the office of U.S. District Attorney of Kansas Barry Grissom.

Brull is accused of using the Internet to solicit, and then receive, child pornography from a 14-year-old in April and May 2011. A 39-year-old Wichita man is also charged with one count of receiving and distributing child pornography as a co-defendant in the case.

Brull was originally committed to the program in 1999 for sex crimes against a minor that occurred in Shawnee County.

For the past several years, Brull — who’s been quoted in several Journal-World articles — has been an outspoken critic of the Sexually Violent Predator program, insisting offenders receive little treatment in the program.

Brull’s charges carry sentences of up to 40 years in prison.
