Topeka man pleads no contest to lewd and lascivious behavior

A 23-year-old Topeka man pleaded no contest Wednesday in Douglas County District Court to one count of lewd and lascivious behavior.

Joseph Michael Baldwin was arrested by the Kansas Highway Patrol in April. Baldwin was sentenced to one year of probation in the case. Baldwin had also been arrested for possession of drug paraphernalia, but prosecutors did not file charges.

Okay, now I am suspicious. Was he caught taking a leak on the side of the road (hence the Highway Patrol catching him)? If this is the case, he shouldn't get a punishment that will keep him from getting a job. Now if he was exposing himself to others, then that is different story.
