From the Lawrence Daily Journal-World for Nov. 5, 1987:

Although the Kansas River was flowing lower than normal this fall, the Lawrence water supply was not affected, according to Roger Coffey, director of utilities for the city. Coffey said today that the Kaw would have to get much lower before he would consider switching exclusively to the Clinton Reservoir Water Treatment Plant, the second city water facility. “I’m not sure how low it would have to get because it’s never really been a problem for us,” he said. “But it would have to be significant.” Topeka water reportedly had been tasting saltier than usual lately, but Coffey said he hadn’t yet received any complaints about the Lawrence water.
