25 years ago: Pari-mutuel betting passed in Topeka

From the Lawrence Daily Journal-World for Feb. 27, 1987:

  • A bill designed to implement pari-mutuel betting in Kansas had passed this morning in Topeka, 98-24. The complex 53-page bill, which had been tentatively approved by voice vote earlier in the week, created a five-member state racing commission to be appointed by the governor and approved by the Senate. It also established rules and restrictions on pari-mutuel gambling on horse and dog racing.
  • Meanwhile in the world of popular music, the 29th annual Grammy Awards had recently been held. Grammies were awarded to Steve Winwood (record of the year for “Higher Love”), Paul Simon (best album for “Graceland”), and the writers and performers of the AIDS charity song “That’s What Friends Are For.” Winners in other categories included Anita Baker, Robert Palmer, Bobby McFerrin, and The Judds. Bruce Hornsby and the Range had won the award for best new artist.
