25 years ago: Eastside housing project nears completion

From the Lawrence Daily Journal-World for Dec. 5, 1987:

A housing project under construction in east Lawrence was utilizing a “scattered site” plan, with apartments, duplexes, rowhouses, and a single-family dwelling located on East 21st Terrace, New Jersey, Rhode Island, Ohio, and East 13th streets. Commenting on the “new old” house design, Barbara Huppee, Lawrence Housing Authority executive director, said that the new structures “really preserve the architectural style of the neighborhood. So many other people are building houses like these now I don’t think they’ll be identified as public housing at all…. People will be proud to live in these and we’re proud that they are part of our inventory.” The $1.37 million project, funded by a federal grant, was to provide 23 new living spaces for qualified low-income families who were to pay 30 percent of their income as rent.
