From the Lawrence Daily Journal-World for Aug. 30, 1987:

Lawrence residents were having mixed reactions to Gov. Mike Hayden’s highway plan, which was to be discussed today as Kansas lawmakers returned to Topeka for a special session. Under the plan, the Kansas Department of Transportation was to spend $5.58 billion for construction, increased road maintenance, major modification of existing roads, and normal daily operations. New construction was to result in 1,300 miles of roads at a price tag of $1.7 billion. Funding was to come from an increase in the state’s gasoline and diesel taxes by 5 cents a gallon as well as an increase in vehicle registration fees. About half of Kansas residents surveyed by a polling firm said that they would prefer a less costly highway program.
