From the Lawrence Daily Journal-World for Oct. 6, 1986:

Some local residents were objecting to a recent environmental impact statement on the proposed south Lawrence bypass, saying that the report had intentionally avoided the real issues. One citizen said that the report, which had emphasized a savings to the county residents of $3.8 million a year in vehicle operation and accident costs, was suspect because it had been sponsored by the county. Daryl Richardson, president of Douglas County Citizens for Responsible Growth, said that most of the 23rd Street traffic was student traffic for “fast food lane,” and that student traffic would not move to the bypass if it were built. Residents also objected to the removal of five houses and some 300 acres of prime agricultural land.
