40 years ago: Stringent budget recommended for Kansas higher education

From the Lawrence Daily Journal-World for Nov. 29, 1971:

Chairman Paul Wunsch of the Kansas Board of Regents was expressing shock and amazement at the austere budget recommendations recently made by State Budget Director James Bibb. Bibb’s recommendations would have given the six state colleges and universities an increase of only 0.1 percent in general revenue support from now until Fiscal Year 1973, which was to begin on July 1, 1972. “There is no way to measure what these recommendations say to our faculty members and to those who have been charged with the responsibility of maintaining quality higher education in this state,” said Wunsch. “Unless Kansas turns around in its support of higher education and again starts back up the path of progress, we stand the chance of losing a reputation which took years to build.”
