Interesting choice by the Bioscience Authority. Definitely not a lapdog for the Governor.

The Kansas Bioscience Authority consists of members who are both Republicans and Democrats. They are appointed by the sitting governor and majority and minority legislators, and others. Watkins is a previously appointed Democrat board member, as is his predecessor as Chairman, John Carlin.

He may be a Democrat, but he's of the variety that makes sure that movers and shakers drink well from the government trough, which explains well why he was Obama's senior campaign advisor in Kansas. And Obama has shown himself to be a very good friend of movers and shakers.

Watkins plays both sides. He is a shrewd player of his own ambitions.
