25 years ago: Mandatory drug testing proposed for city employees
From the Lawrence Daily Journal-World for July 15, 1986:
Mandatory drug testing was under discussion during a Lawrence City Commission study session. Commissioner Ernest Angino had raised the issue of drug testing for city employees. Assistant City Manager Mike Wildgen responded by saying that, although the city did not periodically test for drug use, it was against the city rules to use controlled substances. “If we have a problem we’re aware of, we’ll take care of it,” said Wildgen, adding that he didn’t “want to indict all city employees.” Angino countered with the argument that drug use was a “prevalent societal problem” and that the city’s 420 employees were “representative of the public at large.”
