25 years ago: Sales tax, seat belts included in new laws taking effect today

From the Lawrence Daily Journal-World for July 1, 1986:

Several changes in state law took effect today:

  • Kansans were now required to pay an extra penny tax for every dollar spent shopping, as the state sales tax increased from 3 percent to 4 percent. The increase was in an effort to generate $172 million in new income.
  • Kansas motorists and front-seat passengers were to be required to wear safety belts. The cost to get a driver’s license was increasing from $6 to $8.
  • A medical malpractice law was placing a $1 million limit on the amount a victim could receive in compensation for injuries inflicted by a negligent or incompetent doctor.
  • Drug dealers who used their homes to distribute their wares and those who grew illegal crops could be forced to forfeit their homes and property to the state if convicted of a drug trafficking charge.
  • Lastly, thanks to a group of schoolchildren in Caldwell, Kansas, a new law took effect designating the ornate box turtle as the official state reptile.
