25 years ago: State lottery amendment sent to Senate for approval

From the Lawrence Daily Journal-World for April 3, 1986:

The Kansas House, after adopting a conference committee report, sent to the state senate a proposed constitutional amendment to authorize the creation of a state-run lottery in Kansas. The vote had been 84-81, the bare majority necessary for approval. The Senate was expected to act on the report very soon, as well as a House-adopted resolution on the legalization of pari-mutuel wagering on horse and dog racing. If the Senate were to approve both measure, the issues would appear on the November general election ballot. Three out of the four Douglas County members of the Kansas House, Reps. Jessie Branson, Betty Jo Charlton, and David Miller, voted against the lottery; only Rep. John Solbach voted in favor of it.
