25 years ago: State legislation could affect Western Hills annexation

A Shawnee County district judge was taking the Culture Farms reimbursement case under advisement for ten days while trying to decide how to partly reimburse the losses of the nearly 1,000 investors who had filed claims.

Lawrence city officials were keeping an eye on proposed state legislation that would change annexation laws. This issue was of special interest to city staff, who earlier had recommended a unilateral annexation of the Western Hills subdivision, a 120-acre area north and west of 15th and Monterey. Most residents of that area were still fighting the annexation.

Baldwin residents were hoping that the Santa Fe Railway would take steps to allow the city to set up a tourist train on the abandoned track through the city. The Midland Railroad Historical Society of Grandview, Mo., had already agreed to provide a diesel locomotive, steam engine and three passenger cars for the proposed tourist line.
