City commissioners will consider a staff recommendation to create a low-rent lease that will allow Willow Domestic Violence Center to use the former Health Care Access building at 1920 Moodie Road for its administrative offices.

Background

Willow Domestic Violence Center formerly was known as Women’s Transitional Care Services. The city owns the Moodie Road building. Since it was purchased with a specific federal grant years ago, the city must continue to use the building for a nonprofit purpose that helps with housing or social service needs in the community, or else repay the grant money. Other agencies that sought to lease the building after Health Care Access moved to its new location included Big Brothers Big Sisters of Douglas County and Recovery and Hope Network Inc.

• Approve City Commission meeting minutes from April 13.

• Receive minutes from various boards and commissions:

• Approve all claims.

• Approve licenses as recommended by the city clerk’s office.

• Approve appointments as recommended by the mayor.

• Bid and purchase items:

a) Set bid date of June 15 for 2010 Overlay Program, Phase 2.

b) Waive bidding requirements and authorize sole source purchase of seven mobile computers and related equipment and maintenance services from APS for use by the city’s parking control officers for the sum of $19,175.30.

• Adopt on second and final reading, Ordinance No. 8515, amending city code provisions establishing procedures for allowing alcohol on city property.

• Adopt Resolution No. 6885, declaring the structures at 1313 Haskell Ave. unsafe and dangerous, and ordering removal of structures or completion of all exterior and structural improvements by Oct. 15.

• Authorize the mayor to sign a subordination agreement for Walter Ewert, 1808 Atherton Court.

• Authorize the city manager to enter into agreement with Blue Goose Golf LLC for provision of scorecards and yardage booklets at no charge.

• Receive city manager’s report.
