Dick Ketterman, manager of the Charles Ise Memorial Animal Shelter, resigned because of differences with the shelter board. He had been on the job since 1983 and cited a policy dispute for his move. He had replaced Linda Decelles.
Tass in the Soviet Union accused U.S. Army Maj. Arthur Nicholson Jr. of spying on a Soviet military installation in East Germany before he was slain and said his actions were “gross violations” of a 1947 agreement regarding “spying.” Officials said he had been warned before being shot by a sentry.
A school finance plan the Kansas Senate had approved had the prospect of raising property taxes in the Lawrence school district by $6.14 on every $1,000 of asesses valuation.
The Kansas Senate approved a bill appropriatiing $654.6 million to the six state universities, medical schools and technical institute for the coming fiscal year, carrying a slight cut from what the governor had sought for Kansas University.
A survey showed that the Kansas University Endowment Association led all other Big Eight Conference schools from the standpoint of private support. In 1983-84, KU had granted $4,255,314 in scholarships, fellowships, awards and prizes.
