Kansas House approves amendment to require state to establish rainy day fund

? The Kansas House has approved a measure to amend the Kansas Constitution to require the state to set up a rainy day fund.

The House adopted the resolution Wednesday by a vote of 102-20. If the Senate approves changes made by the House, Kansas residents would vote on the amendment in November.

If approved by voters, Kansas would be required to set aside surplus revenue in special accounts. The money would be used only to stabilize the state budget during lean years and to retire state debt.

Supporters say the amendment would make it easier to balance the budget in tough economic times. Critics say the provisions to use the fund are too loose and likely to be abused.
