25 years ago: City, developers grapple over site plan for ‘Louisiana Purchase’ center

Culture Farms attorney Stephen Scholl said that he was not certain the company currently had the money to pay the millions it owed to culture growers. Growers all over the U.S. had been calling the Kansas securities commissioner’s office in Topeka, with over 200 calls logged by mid-week. Meanwhile, the Culture Farms office at 1242 Mass. reported to police that it had received threatening telephone calls believed to be from irate culture-growers.

City commissioners were grappling with a site plan for “Louisiana Purchase,” a center that would include over 23,000 square feet of retail area. Developers and city staff were in disagreement over storm water drainage, landscaping, a planned masonry wall along the north property line, and limited access to Louisiana Street.
