40 years ago: City budget proposal unveiled
City Manager Buford Watson unveiled his 1971 budget proposal to the Lawrence City Commissioners. It was reported that if the budget were adopted, both total spending and taxes levied by the city would drop for the first time since 1946.
Construction on the $1.3 million Perry-Lecompton High School had fallen behind schedule during a spring construction strike. Students had been expected to move into the new school on September 1, but the delay was leading to plans to begin school in the old Perry High School, with dividers set up in the gymnasium to provide temporary classrooms.
A resident of the 700 block of North Second Street complained to city hall about a tar pit in the area, and the city sent the Lawrence Police to investigate. Their report called the pit a hazard to children and a breeding spot for flies. The area, about 20 by 30 feet in size, was apparently used as a dumping spot for tar trucks, and was also littered with trash.
