Kathy Sedlak, 17, managed to be No. 1 in line for the first county license tag of the year, ousting the Billy Chappell family which had managed to capture No. 1 for the previous three years. Kathy planned to pass the tag on to her father, Don, after waiting nearly 24 hours at the courthouse.
