Frank Sullivan of Lawrence, Kansas insurance commissioner since 1947, announced he would not seek re-election. It was anticipated that Fletcher Bell, 40, also of Lawrence, a top Sullivan aide for nine years, would seek the post in the coming election. Sullivan was 75.
