Sexual assaults and DUIs increased significantly in Lawrence in 2009

Significantly more sexual assault and driving under the influence cases were reported in Lawrence in 2009 than in the year prior, according to crime statistics released by police.

Lawrence police recorded 163 sexual assaults last year — including rapes, sodomy and other sex crimes — compared with 138 in 2008. That’s an 18 percent jump.

The number of driving under the influence cases in the city jumped 25 percent, from 491 in 2008 to 612 in 2009.

Overall, crime in the city stayed more or less steady, with 15,612 total crimes recorded, a jump of just three dozen crimes more than in 2008.

There were no murders in 2009, compared with four in 2008, and the number of robberies stayed equal, with 89 each year.

Compared with 2007, overall crime was down 7 percent in 2009. In 2007, 16,710 crimes were reported, including 177 sexual attacks, 489 DUIs and 78 robberies.

The DUIs aren't really a surprise. The trend in sexual assaults is disturbing though. It could be that more victims are reporting the attacks since crimes of this nature are historically rarely reported.

Thank goodness for no murders in 09, I hope THAT trend continues. As for the sexual assaults, yikes! :(

Anyway, I am glad about the DUI's, you can arrest a hundred a weekend if they wanted to. The more people that get a DUI, the more people that can "tell the tale" and maybe scare the others.

I am not surprised by the rise in DWI coincident with a increase in sexual assaults. Driving While Intoxicated and sexual assaults do have something in common. At least one-half of all violent crimes involve alcohol consumption by the perpetrator, the victim, or both (Collins and Messerschmidt 1993). Depending on the sample studied and the measures used, the estimates for alcohol use among perpetrators have ranged from 34 to 74 percent (Abbey et al. 1994; Crowell and Burgess 1996). "Criminal Sodomy" and "Aggravated Criminal Sodomy" are crimes.

21-3505. Criminal sodomy. (a) Criminal sodomy is: (1) Sodomy between persons who are 16 or more years of age and members of the same sex or between a person and an animal; (2) sodomy with a child who is 14 or more years of age but less than 16 years of age; or (3) causing a child 14 or more years of age but less than 16 years of age to engage in sodomy with any person or animal.

(b) It shall be a defense to a prosecution of criminal sodomy as provided in subsection (a)(2) that the child was married to the accused at the time of the offense. (c) Criminal sodomy as provided in subsection (a)(1) is a class B nonperson misdemeanor. 21-3506. Aggravated criminal sodomy. (a) Aggravated criminal sodomy is: (1) Sodomy with a child who is under 14 years of age; (2) causing a child under 14 years of age to engage in sodomy with any person or an animal; or (3) sodomy with a person who does not consent to the sodomy or causing a person, without the person's consent, to engage in sodomy with any person or an animal, under any of the following circumstances: (A) When the victim is overcome by force or fear; (B) when the victim is unconscious or physically powerless; or (C) when the victim is incapable of giving consent because of mental deficiency or disease, or when the victim is incapable of giving consent because of the effect of any alcoholic liquor, narcotic, drug or other substance, which condition was known by the offender or was reasonably apparent to the offender.

(b) It shall be a defense to a prosecution of aggravated criminal sodomy under subsection (a)(1) that the child was married to the accused at the time of the offense. (c) Except as provided further, aggravated criminal sodomy is a severity level 1, person felony. So true. I'm glad the cops are stepping up. I see so many people who shouldn't be driving every Friday and Saturday night. I wonder why there aren't MORE DUI's given out.

As for the sexual assaults, it's more than likely true that more women are willing to report them now a days which is a good sign. Part of me also thinks that the number of actual crimes committed that went un-reported also went up, which is the scary part.

WHY AREN'T THERE MORE DUI ARREST ? ABOUT 6 YEARS AGO A CAR WAS GOING NORTH BOUND ON THE SOUTH BOUND BRIDGE TURNED ONTO LYONS STREET,ENDED UP AGAINST THE TREE ON THE LEFT SIDE OF THE ROAD AND WHEN LKPD SHOWED UP THE DRIVER WAS PASSED OUT BEHIND THE WHEEL,THE GIRL HE MET AT THE BAR WAS SCREAMING AND CRYING,LKPD LET HER DRIVE THE CAR NO ARREST BECAUSE THEY DIDN'T WANT TO DO THE PAPERWORK.

Until there is some serious no tolerance policies put in place the DUI situation will only grow. Given the risk that drunk drivers expose the public to the consequences are pretty light. you bail out in a few hours or less and then get a hand slap in court. Use the system to make it more punitive. Hold DUI drivers in jail for 23.9 hours. Dont set bail so quickly so they actually have to spend some time in the county hotel. High bonds for repeat offenders . Use the maximum sentencing for these public dangers and step up the enforcement. Pass a law for no diversion on DUI charges.
