25 years ago: Governor vetoes school finance bill

Gov. John Carlin vetoed a school finance bill crafted by the Republican majority, leaving GOP legislative leaders the option of developing something more acceptable to the Democratic governor or letting local school property taxes soar by as much as $82 million the coming fall.
