Safeway Stores, Inc., was trying to purchase corner lots at 17th and Massachusetts for a new store here. Litigation and petitioning proved unsuccessful, however, and the plan was dropped, much to the displeasure of residents who wanted a grocery outlet in the “inner city” region.
