From the Lawrence Daily World for March 30, 1909: “In Topeka Saturday, a charter was granted by the state charter board to the Lawrence Railway and Light Co., the Dayton people who are asking for the local electric line franchise. Earlier, the company was capitalized for $20,000 and that will be the amount if the city council awards the franchise to the group. A city decision on who gets the franchise will be an important one for Lawrence. … A new crime has appeared, the bootlegging of cigarette papers and the sale of tobacco for cigarettes now that the anti-cigarette law is in effect for young people. A number of people have been entering the various bootlegging activities associated with cigarettes to serve the ‘fiends’ who have to have tobacco in some form. … A number of new books have been added to the library to try to attract more youngsters and get them involved in reading. Many of the new books have beautiful pictures and “The Children’s Hour” volumes compiled by Eva March Tappan should be very popular.”
