? The Kansas House wants to speed up work each year on the state budget.

Members passed a bill Wednesday to require the governor to submit her budget recommendations to legislators by the first Monday in December. The House’s 94-30 vote sent the measure to the Senate.

The governor would submit budget proposals five weeks before legislators convene their annual session.

Governors now must submit their budgets by mid-January most years and by late January if they have just been elected.

Supporters argue the earlier deadline would allow the Legislature’s research staff to do its detailed analysis of the governor’s proposals before each session starts, allowing lawmakers to start work on the first day.

Critics question whether the governor’s budget staff would have enough time to put spending recommendations together for each agency.
