The expansion of law enforcement powers to deal with campus disturbances in Kansas upset some civil rights people, including the ACLU. Local, state and state highway personnel were given new authority by Kansas Atty. Gen. Kent Frizzell in the aftermath of various troubles. Earlier, only campus officers had jurisdiction for on-campus happenings but the new ruling allowed all officers to get involved.
