HDR has promoted Randy Osburn, Professional Engineer, Board Certified Environmental Engineer, to vice president. Osburn is a senior project manager for the company’s East region, based in HDR’s Raleigh, N.C., office. His responsibilities include special project assignments that enhance the operations of multiple HDR offices along the East Coast.

Osburn earned a bachelor’s degree in civil engineering from Kansas University in 1988 and a master’s degree in environmental health engineering in 1991. He and his family lived in Lawrence for 15 years before moving to North Carolina in 2003. His daughter Jessica lives and works in Lawrence.
