9:32 p.m. Westar Energy now reports 18 customers in Douglas County, all in eastern Lawrence, are currently without power.

7:59 p.m. About 91 Westar Energy customers are currently without power in Douglas County, the electric utility reported on its Web site.

The outages are confined to Lawrence east of Massachusetts Street, with the largest concentration of users near the intersection of 15th Street and Haskell Avenue.

One area resident reported hearing a loud bang about 7:25 p.m., shortly before the power outages started.

4:14 p.m. We've gotten a couple reports of flooding at intersections around town. Among those mentioned: 31st and Iowa and 23rd and Ousdhal.

At least two vehicles have been reported stuck in the water. The street department was being dispatched to shutdown intersections.

Remember, if there's standing water, just a few inches are enough to stall your vehicle or, if it's moving, sweep your car away.

3:29 p.m. The National Weather Service in Topeka has issued a flash flood watch for Douglas and other nearby counties beginning at 7 tonight and stretching through Tuesday morning.

According to the weather service, periods of heavy rainfall are expected tonight as a system moves northeast in eastern Kansas, in advance of a cold front. Rainfall amounts of 1-3" with higher amounts in some areas are expected.

Because you can't stand up on your water-skis otherwise.

That 23rd and ousdhal has been one of the worst areas for years. I saw a pickup PLOW through there at a speed that sent a plume of water over the other cars. They are NUTS.
