Sex offender charged for failing to register

A Lawrence man is charged in federal court for failing to register as a sex offender.

A Lawrence man was charged in federal court for failing to register as a sex offender, prosecutors said Friday.

Federal prosecutors said Lucian Carlos Simmons, 32, was required to register and update his registration under the federal Sex Offender Registration and Notification Act when he came to Kansas in November 2007.

In 2001, Simmons was convicted in Illinois of having sex with a 12-year-old girl, the U.S. attorney’s office said. He was sentenced to probation, required to pay support for the girl’s child and ordered to register as a sex offender, prosecutors said. The charge carries a maximum penalty of 10 years in federal prison and a fine up to $250,000, prosecutors said.

The man’s court appearance hasn’t been scheduled, said Jim Cross, spokesman for acting U.S. Attorney Marietta Parker.

No wonder sex offenders are so rampant. The charge for raping a child is probation and a requirement to pay child support to your little rape baby? Oh yeah. That will deter future rapist.

Some facts need to be stated about this case. First I was NOT 24 when this situation occured and 2nd the young lady was NOT 12. The "crime" occured in 1996, I was charged in 1997 and was sentenced to probation in 2001.The fact is that the young lady and her "cousin" told me she was 18. The fact is she was in a club for people 18 and up, the fact is that I picked her up from her home and her mother her brothers her sister never bothered to say she was underage. However the law doesn't allow those facts... It could just have easily have happend to one of you.
