The local Emergency Services Council that often served as a last resort for Douglas County residents threatened with eviction or utility shutoffs was facing financial hardships of its own. Lillian Sudlow, ESC treasurer, said funds in the bank were down to $50 and about 40 people were currently seeking aid. “Right now it’s pretty depressing,” she said.
