Everett Sperry, the chairman of a citizens committee passing petitions in Lawrence to shift from the manager-commission form of government to the old mayor-council style, said he believed enough signatures would be gained to force an election. Sperry favored the old partisan, district-oriented format rather than the non-political manager-commission setup.
