White House press secretary Bill Moyers said in a talk here that television would become an in-creasing force in American government, especially the presidency. He said "mastery of effective acting techniques may well be a presidential requirement in the years ahead."

The Lawrence Humane Society was scheduled to shut down operation of the Charles Ise Memorial Animal Shelter because Mr. and Mrs. Vic Melton had resigned after operating the facility for more than 10 years. They were leaving for a similar post in Hickman Mills, Mo.
