Wichita ? Police looked into allegations that Elgin Robinson Jr. had taken indecent liberties with a minor and that he had raped another young girl almost two years before he would be charged with plotting the murder of a pregnant 14-year-old, a newspaper reported.

Robinson wasn’t charged in either case, which authorities said was because of a lack of evidence or a lack of cooperation from a possible victim, The Wichita Eagle reported in its Sunday editions. The newspaper said it based the story on police reports and interviews with one of the alleged victims and parents of both girls.

Val Wachtel, Robinson’s defense attorney, declined to comment on the previous allegations.

Robinson, now 22, is scheduled to go on trial in September on capital murder charges after prosecutors say he arranged the murder-for-hire of 14-year-old Chelsea Brooks.

Ted Burnett, 51, was convicted last month of aggravated kidnapping and capital murder in Chelsea’s death, although jurors declined to impose the death penalty. A third defendant, Everett Gentry, 19, also avoided the death penalty by pleading guilty to murder as a juvenile.

Wichita police said in September 2004 they caught Robinson, then 18, in the back of his car with a 14-year-old girl.

The young woman, now 18, told the Eagle last week that she and Robinson were “just friends” and that she met Robinson when she was “young and being dumb.”

“I was walking down the street, and he asked me for my number,” she said. She later invited Robinson to a party and that’s how they ended up in the car in Emery Park in southeast Wichita after closing hours.

She told the newspaper she and Robinson had sex about a week after the police caught them in the park and she hadn’t considered it wrong at the time.
