Because of a tight budget and no summer school, 153 employees at Haskell Indian Junior College were to be laid off from two to 12 weeks during the summer. However, a district court ruling the past February made it unclear whether any of the group would be eligible for state unemployment compensation because Haskell was a federal institution.
