For financially strapped college men, registration during the coming fall was to take on a double meaning. A controversial new law, signed in September by president Reagan, linked Selective Service registration with eligibility for federal student aid programs. Registration was due to be completed after a male’s 18th birthday and there had been some recalcitrance in signups. College aid tied with registration was designed as a way to prevent further failure on signups although there was no draft in place at the time.
