While many of the nation’s top retailers reported small sales gains for the past year, merchants in the Lawrence area said they had enjoyed one of their best years in 1982.

The city was proposing an annexation for a local 275-acre industrial park but needed county commission support. The county so far had been quiet about its approach to the issue.
