A Kansas House committee began studying a bill raising the price of water Lawrence was drawing from Clinton Lake. And the Kansas Senate was working on another bill that set up a mechanism that would allow cities such as Wichita to drain water from the Kansas River Basin. Local officials were opposed to both measures.
