A four-man committee was to be appointed to initiate recommendations to make Douglas County a “model of intergovernmental cooperation, with Lawrence, Eudora, Baldwin and Lecompton all interwoven in joint projects.” City, county and school cooperation were to be emphasized in the effort to give taxpayers maximum efficiency for their dollars.
