Major changes in the Kansas school finance plan were proposed by Lawrence’s Carl Althaus, the former school board president and originator of the Kansas plan. He sought more equitable distribution of funds and elimination of the 104 percent budget limitation.

A record high total of 16,500 students began fall semester classes at Kansas University, topping the previous mark of 14,605 the preceding fall.
