The Lawrence City Commission started the ball rolling toward the downzoning of 500 to 600 lots in East Lawrence. Saying the present single-family use of the lots did not conform with existing multifamily, industrial and commercial zoning, commissioners voted unanimously to initiate downzoning in an area roughly bounded by Ninth Street, 15th Street, Rhode Island and the Santa Fe Railway tracks.
