Enrollment declines had hit hard at the two private colleges closest to Kansas University. Baker in Baldwin City saw enrollment fall 10.1 percent for the fall semester and Ottawa had seen a 13.5 percent drop.
Kansas Atty. Gen. Bob Stephan said he did not like efforts by the local city commission to get the quorum figure raised from three to four, but might not fight it. Commissioners wanted the quorum hike so two commissioners could discuss city business informally.
