Financial analysts told a Kansas legislative budget panel that if tax receipts continued to come in at their current sluggish pace, the state could be broke by the coming March. That prediction and news that tax revenues for the past three months dropped $462,000 compared to the same period in the previous years prompted several lawmakers to call for an immediate hiring freeze, further budget cuts and implementation of an allotment system by Gov. John Carlin.
