Lawrence City Prosecutor Mike Glover said he was more interested in trying to get drunken drivers to clean up their acts than in shooting for high conviction statistics under Kansas’ new laws against driving while intoxicated. But Douglas County District Attorney Jerry Harper said the law should give both punishment and education. Even though there had been a noticeable crackdown here, the two offices seemed to be at odds on policy.
